Legality of Cat Cafés
Because cat cafés serve food and beverages, they are technically considered a restaurant and must adhere strict health code rules. The Commonwealth of Pennsylvania has set forth two requirements for cat cafés in the state.
First, the kitchen must be kept sanitary. There can be no animals in the kitchen workspace and there must be a physical barrier that prevents animals from entering the area where food and beverages are being prepared.
Second, employees who come into contact with animals must not prepare food. There must be employees dedicated for food and beverage preparation, and employees who come into contact with animals cannot enter the food prep area.
